The HR Business Operational Solutions (BOS) Lead is responsible and accountable for ensuring the design, execution and implementation of all HR and Business strategies in Japan. This includes Client Facing support, Country HR Operations, Talent Acquisition, local Compensation & Benefits design and delivery, Organizational Effectiveness & Culture, Talent Management, Employee & Labour Relations, Compliance Case Management, Country Management Forum (CMF) effectiveness and Executive Coaching to the CMF members. Given the unique state of the business and organization in Japan, this leader will work with the CMF with a strong focus in instituting culture and organization change, strong talent development and employee engagement systems, innovative recruiting systems and process to attract, develop and retain the best and highly qualified individuals for the Japan business.

This leader is a member of the Regional HR BOS Leadership Team and participates in the overall creation and implementation of the regional BOS strategy. Working in close partnership with the BOS LT, Regional COE Leads and Divisional HR Leads, this role helps drive the HR service delivery model, ensures that programs and processes delivered are aligned with business and HR strategies and appropriately include controls and compliance.

A primary focus of this role is the leadership of the Japan BOS team, ensuring the development and delivery of HR BOS priorities and goals , supporting the global and regional BOS priorities, as well as the local market's business needs. In addition, the role is responsible for the development of talent and organizational capability, organizational culture and colleague engagement within HR.

As a member of the CMF in Japan, this role is also responsible for the execution of the HR Operating Plan, which includes the implementation of HR and Business priorities that support the different businesses in achieving results.

**Primary Duties:**

**Build and enable leadership capability and effectiveness, as well as Culture & Engagement** (Lead overall capability development for the markets within cluster, including the CMF; ensure leadership support on legally required matters, benefits administration and payroll)

+ Partner with **CMF, HR Leads and country and regional business leaders** to understand the business requirements and strategies to determine and facilitate potential change impacts and interventions in the cluster.

+ Collaboration with **HR Leads** and CM for CMF/CBC effectiveness across the markets. This includes leading the talent management and career development process for the markets.

+ Support the Country Leadership on designing and establishing the right culture, based on Pfizer Voice results. Partner with Country Leadership to build colleague engagement.

+ Ensure managers have a solid understanding of the different levels of support available to them, and coach them accordingly, such as: on-line resources, HR service center, and/or BOS client facing face-to-face counseling/coaching.

Coach and support organization with diversity and inclusion initiatives.

Align initiatives to TOPS strategy and local legislation.

**Drive execution of global HR processes and provide timely and effective coaching to Senior Management**

+ **Performance Management** - coach leaders on overall Performance Management strategy including performance improvement coaching in alignment to local labour laws.

+ **Compensation & Benefits Program Management** - lead the compensation benchmarking process; coach leaders in compliance with global guidelines and Pfizer Compensation Philosophy. In addition providing inputs to the compensation programs based on local market practices. e.g. Enterprise Agreement negotiations; feasibility of colleague benefits programs; Policy reviews based on market legal requirements.

+ **Payroll Management and Governance** - Accountability in markets to ensure local payroll system or outsourced payroll meet local taxation and statutory requirements, corporate audit requirements and internal governance and controls in partnership with local finance, payroll provider and payroll team (Outsourced payrolls).

+ **Talent Management** - coach and support the Business on Talent Management processes, strategies as well as, Cross functional Talent Management in-countries. Assist the Businesses in delivering an integrated talent supply chain.

+ **Talent Acquisition** - oversee in-country Talent Acquisition function, in line with legal requirements, local labour legislation and business needs.

+ Global mobility/regional/global transfers - provide coaching and support for Managers and Colleagues with international moves.

+ **Learning and Development -** Perform needs assessment at a local market and cluster level and partner with the L&D COE to design and develop programs to address these needs. Promote and support Power to Learn resources with line managers and employees. **Employer branding** - Leverage the Global Employer Branding strategy to meet the local market needs to attract and retain talent.

**Mergers & Acquisitions**

+ Mergers & Acquisitions - support and implement mergers, acquisitions and company restructuring. This includes partnering with the CMF and Divisional HR Leads in defining the integration strategy, due diligence, impact on acquired and legacy Pfizer colleagues. Partner with C&B in determining the harmonization implementation of payroll and benefits, creation of new legal entities, cultural integration of acquired colleagues and overall change and personal transition management for leaders and colleagues.

**Change Management and Culture**

+ Align with HR Leads and business leaders in the implementation of specific Leadership strategies, including, restructures and workforce optimization projects.

+ Support CM's/Business Leaders in Change Management initiatives and culture alignment to Pfizer strategy.

+ Support CMF/CBC with next level Management changes, CMF & CBC effectiveness, strengthening of OWN! T Culture to create a competitive advantage for Pfizer.

+ Support and coach Businesses to align with Pfizer Employee Value proposition, to drive colleague attraction and retention.

**Employee Relations and Labour Management**

+ Ensure that positive relationships are maintained with Unions/Colleague representative councils as required. Negotiate and resolve individual or group issues.

+ Manage ER & HR compliance investigations and reports at Sub Regional level and oversee remediation action where applicable. Work closely with the following stakeholders; ER Lead for Region, Global Employment Law and Compliance Investigation Teams.

+ Oversee efforts in building management capability to facilitate an effective employee relations environment by providing advice and counsel to market and regional leaders and line managers.

+ Ensure implementation and compliance of local labour laws and regulations, through the design and development of local policies and procedures, as well as management of labor relations in an effective manner.

+ Work with external labour entities as needed and lead the collective bargaining agreement with the Union, where applicable.

**Drive global standardization, alignment and operational efficiency**

+ Workday - local design management, testing, approvals and Workday Change Management for in-country and global system updates/changes.

+ Align and deliver Global HR strategies.

+ Manage, track and execute the implementation of the annual HR Operating plan initiatives for the sub region.

+ Manage cluster implementation of new Enterprise systems, processes and programs such as Workday enhancements, portal enhancements and changes, E1, Ariba etc.

+ Participate in the ongoing review of HR processes and make recommendations for process efficiencies.

+ Partner with Global Compensation and Benefits on projects such as: total rewards reviews, motor vehicle reviews, harmonization, benefits management, market adjustments, annual compensation framework, salary surveys and policy updates e.g. severance policies.

+ Ensure understanding, alignment and adherence to all Pfizer global and regional policies.

+ Local policy design to align with changes in the market or local legislation, in collaboration with COE's and stakeholders.

+ Management of compliance matters in alignment to internal policies.

**People Management:**

+ Manage cluster HR in line with HHG philosophy and develop HR professionals that are aligned to Pfizer culture, values and are able to deliver HR with courage.

+ Manage HR colleague career development through data based talent review, mentorships and development strategies in line with HR competencies and business needs.

+ Drive engagement within the cluster and create an OWNIT! Culture.

+ Active participate in developing next generation of HR talent with a focus on new capabilities, diversity and leadership.

**Qualifications, Training and Education:**

+ Bachelor's Degree essential.

+ MBA, MA in Organizational Development, Human Resource Management or related field preferred.

+ At least 15+ years of HR experience with increasing responsibility

+ HR generalist experience preferred.

+ Excellent communication skills - Fluent written and oral Business English communication skills are a requirement.

+ A proven track record of developing talent.

+ A proven track record in leading Change Management.

+ Experience working and managing within a Matrix organization .

+ Proven experience in Coaching.

+ Extensive Project Management experience with exceptional stakeholder engagement

+ Extensive experience in managing virtual teams preferred

+ A proven track record of leading and supervising a teams in multiple countries or a complex/big market, preferred.
