Optum State Government Solutions (SGS) provides a range of"comprehensive solutions as a partner to state government Health and Human"Services related agencies throughout the United States and its"territories.

We are looking for a Technical Application Architect. This"individual will be involved across many aspects of architectural design, build,"engineering and implementation of technical application solutions and"capabilities, providing technical leadership for their assignments. This person"will concentrate on the structure and behavior of application(s) and how"they interact with consumers (other applications and users) and the runtime"environment. The individual is responsible for communicating and enforcing"overall architecture vision, technical strategies, and trade-offs across their"assignments. Assignments may be in both the product development and on specific"customer implementations.

This position is for general capability assignments versus"a specific dedicated account and therefore you'll enjoy the flexibility to"telecommute* from anywhere within the U.S. as you take on some tough"challenges. Since architecture is a leadership position by its nature, travel"can be required at times.

Primary Responsibilities:

Understand the application space to be filled to"determine the most advantageous approach for the application among tradeoffs"for Optum and its customers to best fulfill that need considering

the"known and implied business requirements, environment, and cost restraints
strategic"architecture directions

Contribute to lowest TCO determination in the"application solution approach

Design"balanced with risk to the organization,
Design"robust, reliable application approaches
Quality"control and assurance (e.g. naturally promotes expected results and"testability)
Ability"to deliver and maintain the result
Increase"speed to market, speed of innovation
Guard"the flexibility of the application to evolve cleanly and at low cost
Reuse"existing corporate and business unit product capabilities where they fit
Determine"where COTS products should be applied in an application and the requirements"the COTS product must meet, determine whether existing preferred and acceptable"COTS products are available to meet the requirements and if not, collaborate"with the architecture capability to vet out new options,

Identify and use applicable architecture"patterns, structures, and standards,
Determine application features needed to meet current"and expected requirements, especially those that bring competitive advantage
Identify and model major interfaces of an"application and how the result will interact with consumers,
Work with development and field teams to realize"the design and help solve design and approach difficulties,
Champion assigned application architecture"through any governance gates
Work ahead of the development teams to ensure" development teams have a solid design in place and a good understanding of" the technical solution when it is time to build it

Required Qualifications:

8+ years of experience with Object Oriented design and" patterns
6+ years applications or solution architecture
6+ years of experience with technical systems" architecture documentation using standardized notation (for example UML)
6+ years of experience working on an Agile software" delivery team
6+ years of experience using event handling, API design" and implementation, and proper component design approaches
4+ years of experience developing in Java
4+ years of experience protecting clinical data covered" by HIPAA
2+ years of experience designing application for the" Cloud (Azure, AWS)
Experience working as part of an architecture" capability
Experience mentoring team in the capacity of Technical" Architect
Familiar with health care industry vertical
Familiar with current industry data standards such as FHIR
Authorized to work on government contracts in the U.S.

Preferred Qualifications:

Higher education in Engineering, Computer Science, or" Management Information Systems
3+ years of experience in health care industry vertical
2+ years of experience in delivering to government" customers, especially Health and Human Services and Medicaid customers" highly preferred
