"The Clinical Psychologist will support the mission of Optum Alaska in building increasing cost-effective, evidence-based behavioral health care for Medicaid participants. Alongside the Chief Medical Officer and the Director of Clinical Operations, the Clinical Psychologist will function as a subject matter expert (SME) on Level of Care (LOC) guidelines, utilization management protocols, as well as care coordination and advocacy. The Clinical Psychologist will also be responsible for supporting the clinical integrity of the program.

Primary Responsibilities:

    ""
  • Provide peer to peer utilization reviews and consultations to Alaska Medicaid behavioral health providers, up to and including doctoral-level clinical psychologists.
  • ""
  • Conduct retrospective service authorization reviews for providers/agencies that request them
  • ""
  • Clinical consultation with Optum Alaska care management staff in order to:
  • ""
  • Recommend clinical or rehabilitation treatment options for Medicaid recipients;
  • ""
  • Contribute to the knowledge base in rehabilitation and recovery principles and innovations;
  • ""
  • Contribute to the development and implementation of clinical policies and procedures;
  • ""
  • Use data to identify opportunities for improvement and implementing effective discharge and treatment plans for Medicaid recipients
  • ""
  • Act as a liaison with Optum Alaska Medicaid facilities, providers, and agencies as requested
  • ""
  • Provide subject matter expertise on reports related to UM activities
  • ""
  • Provide consultation and training to Optum management and staff regarding such issues as clinical standards, State of Alaska behavioral health service definitions and limits, clinical policies, procedures, and evidence-based practices
  • ""
  • Develop and implement trainings for Alaska Medicaid providers as requested
  • ""
  • Conduct clinical reviews of contracted provider clinical records as requested
  • ""
  • Maintain knowledge, skill and expertise in culturally informed diagnosis and treatment
  • ""
  • Maintain knowledge, skill and expertise on evidence-based practices in the treatment of mental health disorders and substance use disorders
  • ""
  • Participate in Quality Assurance activities, including the role of Co-Chairperson to the Evidence-Based Practices committee and membership on other quality committees as requested
  • ""
  • Meet operational deadlines for reviewing medical necessity, addressing appeals, complaints and other duties as assigned by Optum Alaska leadership
  • ""
  • Provide sufficient electronic documentation in the UM processes to support utilization review appeals, complaint decisions and audits.

  • Ensure systematic screening for behavioral health related disorders by using standardized and/or evidence-based approaches
  • ""
  • Promote preventive behavioral health strategies

  • Model principles of engagement, empowerment and learning with colleagues and Medicaid providers

Required Qualifications:.

  • Active, unrestricted Alaska license as a Clinical Psychologist
  • ""
  • PhD or PsyD in clinical or counseling psychology from APA accredited school
  • ""
  • 7+ years of clinical experience
  • ""
  • Experience working collaboratively with professionals from multiple disciplines addressing a broad range of diagnostic issues
  • ""
  • Working knowledge of the clinical application of the principles of engagement, empowerment, rehabilitation and recovery
  • ""
  • Proficiency with computers, familiarity with computerized clinical data systems, data analysis and strong organizational skills
  • ""
  • Knowledge of post-acute discharge planning for individuals in recovery from substance use disorders or mental health disorders
  • ""
  • Excellent communication, negotiation and customer service skills
  • ""
  • Experience in developing creative, innovative solution-based programs and initiatives
  • ""
  • Resident of an Alaskan community with access to high speed internet or able to work from the Anchorage, Alaska home office
  • ""
