This position is responsible for development, implementation, and compliance with utilization management, care management, appeal, denial services and other operations as directed. Other functions related to authorizing and monitoring behavioral health services as well as clinical support services will include supervising the delivery of Optum Alaska Medicaid participant communications. This position will serve as a member of the Optum Alaska Executive Management Team responsible for implementing and maintaining successful execution of the Alaska contract. This role works with the Director of Quality Improvement and compliance to closely monitor performance data and implement innovative programs to produce system outcomes. Additionally, this position works closely with the Medical Director as well as National UM managers, call center managers and other leaders as appropriate.

Primary Responsibilities:

    ""
  • Support strong communications and effective working relationships within Optum Alaska Administrative Services Organization (ASO) operations and between the ASO, State and other stakeholders in Alaskas behavioral healthcare delivery system.
  • ""
  • Demonstrate an effective and adaptive leadership style that promotes innovation and accountability
  • ""
  • Guide Alaska employees in the implementation of rules and regulations of the Alaska contract and Medicaid requirements
  • ""
  • Review reports and track any trends related to case management, service authorizations, eligibility verification, ASAM Level of Care transitions, and other key clinical processes
  • ""
  • Report and discuss key metrics, strategic progress, key challenges and mitigations plans and other topics as needed
  • ""
  • Work with the Medical Director and Director of Quality Improvement and Compliance to consult and provide technical assistance to individual providers when persistent utilization deviations are discovered
  • ""
  • Work with the Optum Alaska Executive Management Team and Care Management team to ensure timely and accurate participant communication and materials
  • ""
  • Facilitate appropriate operations and clinical meetings with our customer, the State of Alaska
  • ""
  • Participate in Optum Alaska Quality committee meetings as appropriate.
  • ""
  • Supervise and manage the operations team including clinical case management team: Care Navigators, Wellness Coordinators and Peer Support Specialists and others as deemed appropriate
  • ""
  • Monitor the oversight and adherence to job aids and workflows and conduct staff audits to ensure the delivery of high-quality customer service

Required Qualifications:

    ""
  • Master's degree in Psychology, Social Work, Counseling or Marriage or Family Counseling; OR Licensed Ph.D.; OR Registered Nurse with psychiatric experience
  • ""
  • Permanent residence in Alaska
  • ""
  • Current, unrestricted independent mental health license (or RN)
  • ""
  • 5+ years experience in behavioral health
  • ""
  • 5+ years supervisory/leadership experience
  • ""
  • Experience implementing EBPs and knowledge of implementation science
  • ""
  • Ability to travel as neededwithin the state ofAlaska (up to 50%)
  • ""

  • Experience in supervising a remote behavioral health professional

  • Understanding of the Alaska Behavioral Health system of care, the services available, and the criteria for receiving services
  • ""
  • Training in Alaska Native Culture, historical trauma and the significance of the Adverse Childhood
  • ""
  • Experience in Survey scores for Alaskans
  • ""
  • Experience in the delivery of services of Alaska Medicaid Behavioral Health or SUD services
