Summary: The Human Resources Business Partner oversees the daily functions of the Human Resources (HR) department including ensuring state and federal compliance, as well as delivering human resources programs and policies and employee relations functions. This position provides direction for employees and managers related to company policies, recruitment, hiring, and employee relations activities including performance management and disciplinary actions. Also assists the SVP of HR in delivery of HR proven practices and strategic HR initiatives.



Duties and Responsibilities include the following, other duties may be assigned.



Essential Functions:

- Leads recruitment efforts; writes and places advertisements; collaborates with departmental managers to understand skills and competencies required for openings. Screens and interviews candidates; conducts reference checks; extends job offers; conducts new-employee orientations; monitors career-path program and employee relations counseling; conducts exit interviews.

- Manages the bank's FMLA policy in accordance with federal regulations by the timely issuance of required paperwork and documentation and tracking through HRIS system.

- Makes recommendations and proposals related to the development and implementation of personnel policies and procedures, and maintains employee handbook and policies and procedures manuals.

- Leads employee onboarding process including completion of appropriate background and I-9 verifications, completion of appropriate forms and management of employee information in the HRIS system.

- Implements employee relations programs and activities to increase employee engagement through wellness, inclusion and recognition. Uses established HR metrics to measure effectiveness and provides reports as required.

- Handles employee relations including attending and participating in employee disciplinary meetings, terminations, and investigations.

- Ensures regulatory compliance and handles regulatory reporting, including filing EEO-1 and OSHA, maintains other records, reports and logs to conform to regulatory guidelines. Prepares and files government reports, including those related to EEO compliance, ACA, Vets 4212, 5500, and ERISA benefits reporting requirements and any other applicable required reporting. Prepares Affirmative Action Plan reports and works with vendor to complete AAP.

- Reviews, tracks, and documents compliance with mandatory and non-mandatory training.

- Creates job descriptions as necessary in compliance with EEOC requirements and provides compensation analysis; conducts annual salary surveys; oversees the performance evaluation program.

- Supports department initiatives in relation to established goals.

Performs all other duties as assigned.



Secondary Functions:

- Works in collaboration with Payroll and Benefits Specialist in ensuring the timely payment of employees and implementation of benefits processes.

-Uses electronic bulletin board and other vehicles to communicate information.

- Establishes and maintains department records and reports. Participates in administrative staff meetings as needed.

- Maintains organizational charts and employee directory.

Education/Experience:

- Bachelor's Degree in Human Resources, Business Administration or related field preferred.


- Minimum 3-5 years of experience in a human resources generalist and/or employee relations; or equivalent combination of education and experience will be considered.


- HR (PHR or SHRM-CP) certification preferred.



Language Ability:

Ability to read and interpret documents such as handbooks. Ability to write routine reports and correspondence. Ability to communicate effectively with employees at all levels throughout the organization. Must also have proficient written skill to create memos, policies and other correspondence.



Computer Skills:

To perform this job successfully, an individual should have knowledge of Microsoft Word; Microsoft Excel; Microsoft PowerPoint and HRIS systems. Experience with Paycor a plus.



Physical Demands:

While performing the duties of this job, the employee is regularly required to sit at desk for prolonged periods and works on a computer; use hands; and talk or hear.



Work Environment:

While performing the duties of this job, the employee regularly works in an office setting. The noise level in the work environment is usually quiet.



Travel:

Some local (within Missouri and Illinois) travel to branches required.
