Lending Services Manager-Consumer

Office location is flexible depending on candidate.


Primary Duties and Responsibilities: 

·        Provide leadership for assigned staff, including effective performance management, identification of training needs and personal development plans.

·        Aids in establishing and developing guidelines to ensure the team provides a consistent quality level of service, which is timely, thorough and responsive. Selects, develops, motivates, coaches, evaluates, trains and rewards team members.

·        Serve as a key compliance and documentation resource to develop procedures, processes and forms and along with the AgCountry legal team provide guidance and training to staff on: Consumer Lending Laws & Government Regulations. Understands and keeps current on consumer compliance laws, regulations, industry trends or issues, in order to recommend and/or develop processes and procedures to better serve the customer, including the Truth in Lending Act, RESPA, and Regulation Z; the Home Mortgage Disclosure Act and Regulation C; Fair Credit Reporting Act and Regulation V; the Equal Credit Opportunity Act and Regulation B; SAFE Act; UDAAP; federal laws and regulations affecting consumer mortgage lending and regulatory compliance management. Ensure procedures, processes and forms adherence to regulatory requirements and related reporting.  Work with Association legal counsel to ensure documentation compliance on other consumer lending related legal issues. Provide guidance on all consumer loans to ensure adherence to consumer regulations.

·        Serve as primary resource and coordinator for EnCompass.  Work with assigned Project Manager to direct new forms, changes to existing forms, and maintain all reference materials relative to form development and maintenance.  Work closely with applicable developers to identify and implement changes. 

·        Provide leadership and management of real estate secured consumer loan document preparation and closing functions. Serve as primary resource to the Home Loan Officers and Consumer Lending Specialists in the areas of consumer disclosure, documentation, construction loans, and loan closing. 

·        Work with the Consumer Lending Specialists to prepare loan documentation, including Promissory Notes and Mortgages, legal descriptions, consumer compliance disclosures, and other required forms according to staff requests. 

·        Serve as a resource to the associationâs retail teams in all aspects of the legal documentation requirements associated with the real estate secured consumer processes. Work with Lending Services, Credit and the Legal team to develop consistent standards in process, compliance and documentation and monitor for adherence to standards. Manage the regulatory change process and work with impacted parties to ensure legal and regulatory changes related to consumer lending are identified and implemented effectively.

·        Along with the AgCountry legal team, facilitate training for retail staff on issues relating to real estate secured consumer document preparation, loan closing, and loan servicing to ensure a quality loan product that complies with all association and AgriBank policies and procedures; the Farm Credit Act, FCA regulations, and applicable state statutes. Develop and implement procedures that insure proper understanding and compliance by retail lending staff.

·        Communicate and exemplify AgCountry commitment to employee and customer engagement.

Required Qualifications:

·        Bachelorâs degree in agriculture, economics, finance, marketing, business management or related field, or equivalent, related work experience.

·        Five to seven years of progressive experience in the financial services industry with focus and experience in the lending compliance areas.

·        Comprehensive knowledge of federal, state and local laws and regulations effecting legal and compliance issues within the financial industry and relevant to AgCountry and of the policy and procedures associated with consumer loan products and financial services and the legal documentation requirements that support them.

·        Leadership skills to select, evaluate, engage, motivate, mentor, train, delegate, reward and lead remote team members.

·        Ability to function in and promote a team atmosphere, while getting work done in an independent, self-motivated manner

·        Effective interpersonal communication, negotiating, influencing, problem solving and decision-making skills with minimal supervision.

·        Ability to detect legal and procedural problems and effectively communicate and assist association lending staff in their resolution.

·        Knowledge of AgCountry Farm Credit Services and Farm Credit System policies, standards and procedures.

·        Ability to effectively communicate understanding of the industry and Association policies to internal and external contacts.
