OVERVIEW:

The Organizational Development (OD) Lead will be responsible for leading the stand-up of a new government organization. This position will support the full scope of activities associated with developing an organizational strategy, mission, vision, values, and culture; implementing several lines of effort to support the stand-up of the organization; and facilitating overall change management. Areas of direct responsibility include organizational design, governance, and performance management. As the organizational development expert, this individual will utilize the full set of organizational development tools and methods, including organizational design, strategy development and deployment, individual and organization assessment, change management, goal development and deployment, process and project management, employee involvement, facilitation, and training and development.

SPECIFIC JOB DESCRIPTION:
Responsibilities include:

  • Designs, leads, and implements organizational development, change management, employee engagement strategies, and processes aligned with the organizational strategic plan.
  • Designs, executes and evaluates key programmatic elements of assigned programs, and the implementation of policies, procedures, and strategies tailored to meet organizational changes, needs, and program goals/objectives.
  • Provides expert facilitation, coaching, and consultation to a range of leaders, supervisors, and employees regarding assigned program/initiative methods, tools, and strategies.
  • Assesses and evaluates the effectiveness of assigned programs as well as organizational needs and makes recommendations for revisions and improvement to the programs, initiatives, and strategies as required.
  • Collaborates with a variety of internal and external entities to identify, anticipate, and provide training needs based on organizational initiatives, legal and regulatory changes, career development needs, and other identified factors.
  • Assess gaps between desired' and actual' business performance and contributing factors, to enable the development of relevant people solutions
  • Work closely with data analytics to present OD solutions that include relevant data as well as internal assessment and industry wide trends
  • Apply relevant enterprise wide data to ensure the integration of design and delivery across HR programs and resources to support business, talent and diversity priorities
  • Participate in creation of metrics/surveys to track cultural health, measure employee concerns/priorities to proactively drive change.
  • Performs other duties as assigned.

This position is contingent upon award with an anticipated start date in July 2020.

SKILLS & EXPERIENCE:
Minimum requirements:

  • Master's degree in organizational development/organizational behavior, human resources or a related field
  • Ten years of relevant experience in an internal or external OD consulting role
  • Solid understanding of business concepts and strategic alignment
  • Strong engagement and consulting skills; ability to build strong relationships and work effectively in a highly matrixed environment
  • Expertise in organizational development, including change management, organizational design, leadership development, and talent management
  • Excellent facilitation and presentation skills, outstanding verbal and written communication skills, strong project planning and management skills, and the ability to gracefully handle multiple priorities
  • Excellent strategic planning and operational deployment skills; with the ability to integrate and align strategy, people, and activities across functions, processes, and teams; capable of translating a vision and strategy into clear actionable goals
  • Data skills, including the ability to organize data, and create data visualizations to explain analysis are preferred.
  • Demonstrated ability to translate the theory of organizational development into practical applications that improve business results
  • Strong capability and courage to tell the truth to senior leadership and gain necessary sponsorship for organizational development interventions that are critical to achieving business objectives
  • Ability to influence multiple levels of the organization and build strong relationships with colleagues
  • Excellent written and verbal communications skills. Strong commitment to customer service. Strong project management and organizational skills. Proficient in use of Microsoft Office (MS Word, Excel and PowerPoint) essential. Experience as an internal OD consultant strongly preferred. E-learning experience useful.

Preferred Qualifications

  • Secret clearance preferred.

LOCATION:

Telework during COVID; El Segundo when the client re-opens. Opportunities for full-time work in the National Capital Region or travel to the client site as needed.
