Job Summary
We are seeking a highly motivated professional with expertise in natural resources/environmental planning for a full-time position in our Parks and Natural Resources Planning Section of the Public Works Department. The successful candidate will have a proven record of developing and managing projects, from inception to successful completion, as well as preparing and implementing current and long-range program and policy initiatives. This position is required to perform technical analyses and address highly complex and technical issues on a wide variety of advanced environmental projects with minimal supervision.

The successful candidate will have experience in identifying needs and opportunities for environmental projects and policies; writing and tracking environmental permits to meet state and federal requirements; writing and managing grants; conducting public engagement processes; setting goals and establishing priorities; and consistently delivering high quality products. The position requires knowledge and experience in natural resource and environmental planning, public processes, environmental regulations, monitoring and reporting protocols, use of Geographic Information Systems, and urban natural resource management. The successful candidate will have excellent technical and communication skills and experience in project management.

The Natural Resources Planner works both independently and collaboratively under the general supervision of the Section Manager. As a member of a diverse and highly talented team responsible for a wide range of programs and projects, the individual will work closely with other City staff, boards and commissions, state and federal agencies, consultants and contractors, volunteers, community organizations, and the public at large.

What are the minimum qualifications for this job?
  • Must pass the pre-employment background check.
  • Must have an Oregon Driver license and meet the City of Salem's driving standards.
  • Bachelor's degree from an accredited college or university in planning, environmental science, or other related science, environmental planning, or natural resource field, or a related field.
  • Four years of increasingly responsible professionally planning experience, preferably in local government or in a related field, or any combination of experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions.
  • Master's degree preferred.
