Job Description:

The Senior Accountant is responsible for the completion of all facets of the billing and collection function. The position requires the preparation of client invoices, as well as monitoring and follow-up after they are sent. Responsibilities include working with the A/R & Collections Manager, Operations Team, and/or internal partners to proactively administer their billing responsibilities, preparation, and processing of timely and high-quality invoices, and monitoring and follow-up on outstanding receivables. The Senior Accountant will be involved with complex billing matters and related requests.

Essential Functions:
Prepares, reviews, and submits invoices
Responsible for the project billing and revenue, set up for all new awards and contract modifications, and Over The Limit (OLT) corrections
Prepares billings for LOC draw downs
Prepares billings for submissions to customers of various types of government contracts (Cost Reimbursable, Firm-Fixed-Price, Cost-Plus-Fixed-Fee, Fixed Fee etc.)
Prepares billings and project set-up for contributions and pledges using the sub-ledger
Provides training to Program Finance team as required
Prepares SF-425's on time and in accordance with Uniform Guidance, internal process
Timely records invoices into the PeopleSoft System
As requested, handle complex billing and client driven requests.
Responsible for ensuring all billings are accurate and in compliance with applicable FAR, Uniform Guidance, internal process and other contract requirements
Resolves complex invoicing issues that arise due to unique billing requirements, project adjustments or system issues (time and expense corrections, funding modification requests, etc.) to ensure the accurate and timely delivery of invoices. Submit invoices through Government Web-based invoicing systems.
Builds and maintains cross-functional team relationships with Project Management/Control, Contracts,
Analyzes unbilled receivables monthly
Works as an integral team member in lowering overall billing cycle times to increase collections/lower DSO through process improvement.
Assists in implementing processes and procedures that will improve efficiency and strengthen internal control.
Resolves a variety of internal and external customer inquiries concerning billing status and initiate communications to external and internal customers to billing discrepancies and collection issues.
Ad-hoc reporting and support particular project as needed
Maintains digital recordkeeping system
Runs monthly Journal Generate process for revenue and billing modules
Responds to and issues billing inquires
Provides year-end/ contract-end support

Job Requirements:

Education and Work Experience:
Requires a Bachelor's degree in order to apply a working knowledge of the theories and principles in a specialized field or work discipline.
Requires at least eight years of related work experience.

Knowledge Skills and Abilities:
In-depth understanding of USG Rules and Regulation and GAAP
A general knowledge of government contracts and government billing, required.
Experience with processing and validating project type (Time & Material (T&M), Firm Fixed Price(FFP), and CostPlus FixedFee (CPFF) Fixed Fee (FF) and deferred Revenue) invoices as well as closeout bills including year-end indirect rate variance invoices, required.
PeopleSoft experience preferred
Previous experience in government billing and PMS environment
Higher level excel skills including pivot tables, vlook ups and sumif statements
Strong communication skills, both oral and written.
