OVERVIEW: The Procurement Manager will be responsible for maximizing product availability, safeguarding all materials required for operations are available and are of acceptable quality and procured in the most cost-effective manner.   All the while, ensuring customer satisfaction, and minimizing stock out ages.   Responsibilities also include maintaining appropriate inventory levels to meet production, fill rate and cash flow goals. This person will play a key role in achieving acceptable levels of various Key Performance Indicators (KPl's) as directed by senior management.


ESSENTIAL DUTIES AND RESPONSIBILITIES:


 



  • Manage, mentor, and provide strategic leadership to the planning/buying staff for North America.  This includes a team member that is located in Toronto, Ontario.

  • Responsible for planning and directing the purchase of raw materials, supplies, and equipment in timely and cost-effective manner while maintaining appropriate inventory turns, quality standards, and cost effectiveness.

  • Prepare purchase requisitions, issue purchase orders and /or purchase contracts in accordance with company policies.

  • Work with all stake holders (i.e., Engineering, QC and branches) to find the best possible sources for products and lead the vendor selection, audit, and approval processes.

  • Collaborate with cross functional teams through the SIOP process, to gather data, forecasting and sales demands, to make educated planning/ procurement decisions in line with the organizations goals and objectives.

  • Manage vendor relationships in a fair and ethical manner. Build effective partnerships while gaining the best possible advantage for Handicare.

  • Create and report departmental Key Performance Indicators (KPl's) as they align with company goals and objectives.

  • Assist with design and implementation of strategic planning as it relates to procurement and vendor policies.

  • Measure PPV Achievement vs. Goals

  • Monitor trends in demand and supply to work with Production Planner(s) on forecasting, build plans and raw material requirement s.

  • Make vs buy analysis - in line with the above - lead and/or support.

  • Assist with the monitoring, disposition and correction of supplier related quality issues and work with key stake holders in this process, as necessary.

  • Participate in new product develop and introduction efforts. Liaise with R&D / Engineering, QC and suppliers involved in new products launches to assure scheduled milestones in reached on time and within budget.

  • Work closely with Accounts Payable department to ensure accurate and timely payments of invoices as necessary to maintain a strong business relationship with the supplier






  • Become ERP expert user for purchasing, inventory control and MRP modules. Assist with system and process improvements as they relate to the ERP system to include representing Purchasing in any projects related to upgrading or changing systems.

  • Additional duties as requested or required.



 


 


SUPERVISORY RESPONSIBILITIES:



 



  • Manages and motivates staff (including, hiring, terminations, performance management, etc.).

  • Assess staffing needs and performs some recruiting duties.

  • Train, direct and appraise staff.

  • Make daily schedules for proper manpower utilization.

  • Plans and organize workload and staff assignments.

  • Issues written and oral instructions; assigns duties and examines work for exactness and conformance to policies and procedures.

LANGUAGE SKILLS:



 



  • Ability to read, analyze and interpret documents such as safety rules, operating and maintenance instructions and procedural manuals. Ability to write reports and correspondence.   Ability to speak effectively before groups of customers or employees of the organization.



 


 


EDUCATION, EXPERIENCE & TRAINING:


 



  • Bachelor's degree or above in Business, Logistics, Supply Chain, or related technical field.

  • 5 + years of related experience in purchasing and inventory management in a manufacturing environment (preferable lean manufacturing)

  • 2+ years management/ supervisory experience

  • 2+ years' experience in a regulated (FDA, ISO, etc.) environment

  • Must be able to read and interpret technical drawings.

  • Must be able to travel domestically and internationally if needed Travel not expected to exceed 20% of work time.



 


 


CERTIFICATES, LICENSES OR REGISTRATIONS:


 



  • APEX, APICS, CPSM, CPSD or other continuing education certification is strongly desired.



 


COMPUTER SKILLS:


 



  • Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook is required.   Intermediate proficiency in ERP/ MRP systems is required.



PHYSICAL DEMANDS:


 


The employee may occasionally stand, walk, stoop, kneel or crouch during shift. Employee will be required to regularly sit, use hand to finger, handle, feel and reach with hands and arms. Employee must be able to occasionally lift and or move up to 25 lbs.

  • This position works in an environment with moderate noise levels.
